What does it take to keep a bar going in Halifax?

So with the coming closure of Tribeca on Jan 1st 2012, and the red tape that Reflections has had to endure in trying to open in the Paragon old spot. I think there's a story in Halifax Venues:

Between Liquor Board, Fire Marshals, keeping up attendance numbers etc.
